Added new binary package "libnet-oping-perl":

- Since Net::Oping uses its own version, $srcver-$perlver-$debrev is used for
  the package version.
- Added libnet-oping-perl.install.
- Build-depend on perl-modules - debian/rules now requires the ExtUtils:MM
  module.
