Switch to octave3.2.

NMU version 1.8.1-1.1.

I've prepared an NMU for pfstools (versioned as 1.8.1-1.1) and uploaded
it to DELAYED/2, according to devref §5.11.1. The patch is the one from
Ubuntu which has been posted to the bug log a while ago. The rationale
of the patch is that in fact that variable is not being used as a
"const" char *, hence the declaration should be dropped.

patches: Added octave-signal.dpatch.

This patch lets pfsstat bail out with an error message if gausswin() is not
available, telling the user to install octave-signal.

patches: Added octave-nargin.dpatch.

This patch lets octave scripts use the variable nargin instead of
length(argv); the latter does not work reliably when no command line arguments
have been specified.

control: Let pfstools recommend octave-signal.

This is required by pfsstat.

control: Updated homepage.
