Initial commit.

 * Added a basic (foreign) autotool infrastructure.
 * Added version-gen.sh which generates the version string using git-describe
   if available.
 * Added bootstrap.sh to bootstrap the autotool build system.
 * Added src/foobar.c which recognizes the "-h" and "-V" command line options.
