Clarify that the GIT_NOTES_REWRITE_REFS environment variable
overrides both ‘[notes "rewrite"] <command>’ and ‘[notes] rewriteRef’.
Add explanations of GIT_NOTES_REWRITE_MODE and GIT_NOTES_REWRITE_REFS
to the ENVIRONMENT section.
