ovs_events: Add external ids as metadata
- Interface meta data are added to dispatched
values & notification.
interface metadata:
- UUID (always);
- iface-id (if exists)
- vm-uuid (if exists)
- Fix read callback to poll actual data instead of
reading cache;
- Code clean up;
